Geospatial Analyst Level – III

Job Summary

The Geospatial Analyst III (GA-III) works under the direction of the Project Manager receiving guidance in general terms. The GA-III serves as a subject matter expert and leads a team of analysts and technicians to create products using multiple vector and raster data sources in multiple formats. The GA-III serves as a senior technical geospatial analyst for information systems focused on location based technologies to support planning, infrastructure, operations, environmental sustainability, and installation management. The GA-III has expert understanding of graphic and tabular data; and can create, edit, and query geospatial data. The GA-III can perform complex geospatial tasks. The GA-III has expert knowledge of geodatabases including domains, subtypes, feature datasets and feature classes. The GA-III can create sophisticated map layouts using advanced cartographic techniques. The GA-III is highly experienced with Global Positioning Systems (GPS) and applicable GIS standards (i.e. SDSFIE). The GA III mentors’ junior personnel, and providing technical leadership in the use and application of geospatial technologies. The GA III represents the company and presents at user group meetings, other professional functions, and on site with clients.

Duties and Responsibilities include, but are not limited to:

  • – Developing implementation strategies and designs to impalement geospatial projects;
  • – Converting data between standard spatial data formats such as CADD, shapefiles, and geospatial feature classes;
  • – Capturing data in multiple spatial data formats utilizing GPS-enabled equipment;
  • – Maintaining cartographic standards and templates;
  • – Developing and maintaining the overall integrity of spatial databases, including metadata standards and schema;
  • – Data acquisition and delivery;
  • – Planning, designing, developing, documenting and analyzing spatial and relational databases;
  • – Building components of an Enterprise GIS system, including CADD, Desktop GIS and WEB GIS;
  • – Preparing and presents technical research to management;
  • – Maintaining GIS skills at advanced level and completes periodic training provided;
  • – Recommending training for junior personnel;
  • – Leading team of analyst and technicians;
  • – Coordinating with clients and GIS developers to determine configurations and best solutions for existing and potential IT/GIS projects;
  • – Disseminating critical/time-sensitive information in support of mission requirements;
  • – Gathering, analyzing and integrating spatial data from legacy systems and other resources to determine best use/practice using geospatial technology;
  • – Creating high quality cartographic products by selection of cartographic elements needed for effective presentation of information;
  • – Developing and capturing metadata;
  • – Creating high quality cartographic products; maintaining cartographic standards and templates;
  • – Providing detailed written documentation including metadata and other instructions, standards and specifications in a clear, concise and – well-structured manner;
  • – Participating in professional GIS associations and activities;
  • – Work within project/task budget and schedule;
  • – Understand and follow company quality management policies nd procedures.

Education/Experience

  • – A Bachelor’s Degree in Geography, Cartography, Planning, Geographic Information Systems, Remote Sensing, Computer Science, Information Systems, Mathematics, Engineering, or related field, with eight (8) years experience OR
  • – A Master’s degree in a related field with three (6) years of experience.

Required Skills

  • – Ability to organize and maintain geospatial data;
  • – Ability to work with and lead a team to produce deliverables and solve problems;
  • – Exceptional computer skills including strong working knowledge of Microsoft Office;
  • – Expert knowledge of Esri ArcGIS Desktop software (ArcMap/ArcPro);
  • – Advanced knowledge of ArcGIS Server in an enterprise environment;
  • – Advanced knowledge of Oracle or SQL Server;
  • – Advanced knowledge of Python scripting;
  • – Expert knowledge of coordinate projections and datums;
  • – Expert knowledge of GPS planning, collection, and post-processing;
  • – Advanced knowledge working with raster imagery (TIFF, GeoTIFF, NITF, MrSID) projections and formats;
  • – Advanced knowledge with Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE);
  • – Attention to detail.
  • – Ability to manage time and complete tasks within budget and schedule;
  • – Ability to communicate professionally in person, by phone, and via email.
  • – Strong skills in the following: English both oral and written; effective presentation; interpersonal relationships; organization and follow through; analysis and critical reasoning;
  • – Ability to manage multiple tasks/projects in a fast-paced environment with minimal/no supervision;
  • – Professional certification (GISP, PE, PLS, ASPSR, etc.).

Other Requirements

  • – This position may have supervisory requirement, and requires leadership skills.
  • – US Citizenship Required
  • – Active clearance, or the ability to obtain a US Government Security Clearance, up to a Full Scope Polygraph and background investigation.

Preferred Skills

  • – Advanced knowledge in Open source GIS (i.e. QGIS, and Geoserver);
  • – Strong familiarity with Federal and State GIS standards;
  • – Understanding of geospatial applicability to specific business areas;
  • – Experience in utility survey and data collection/management;
