The Engineering Technician II (ET-II) works within specific guidelines and procedures established by analysts, developers, project managers or related professionals in order to collect, build, maintain, modify and use geographic information systems (GIS) databases. May also perform some customer application development and provide data entry, analysis and conversion support. May provide technical capabilities in support of image processing with complex imagery.

Duties and Responsibilities include, but are not limited to:

  • Enter data into Geographic Information Systems (GIS) databases using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, and conversion of other sources of digital data.
  • Coordinate the development of integrated Geographic Information Systems (GIS) or spatial/non-spatial databases.
  • Prepare graphic representations of Geographic Information Systems (GIS) data to include conversion of spatial data between GIS software and hardware platforms.
  • Interpret aerial/satellite imagery.
  • Review existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.
  • Transfer or rescale information from original documents including hardcopy/digital information into GIS environment.
  • GPS data collection and post-processing.

Education/Experience

  • Preferred BA/BS in Geography, GIS, Civil Engineering Technology, Physical Science or related area of study; and a minimum if 2 years related work experience.
  • OR Associate degree in Geography, GIS, Civil Engineering Technology, Physical Science or related area of study; and a minimum if 3 years related work experience.
  • OR comparable Military Training AND minimum 3 years equivalent work experience.

Required Skills

  • Advance computer skills and proficiency on PC.
  • Basic computer troubleshooting skills.
  • Technical capabilities to support complex imagery, geospatial and textual information.
  • Strong analytical, critical thinking and interpersonal skills.
  • Effectively handle variations in work tempo in a fast-paced team-based environment at times with minimum supervision.
  • Competency with basic GIS principles including the difference between raster and vector data.
  • Competency with projections, coordinate systems and map scales.
  • Competency with field data collection and processing methods
  • Competency with vector extraction/digitization from imagery.
  • Proficiency/knowledge/experience in the following computer languages and application
    • ESRI suite of products, most notably ArcMap, ArcPro, OR CADD experience with AutoCAD OR MicroStation.
    • Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE)
    • Microsoft Office
  • Basic cartographic production or map design.

The Senior Software Developer III (SD-III) performs full development life cycle using current technologies in the geospatial industry. The SD-III must have experience in full-stack development technologies. Development experience needed in desktop, server, web-based, and mobile applications. The SD-III works intensely with databases, primarily Oracle and SQL Server, to support large and small-scale design and development strategies. The SD-III works with limited oversight and serves as a lead role on a development team, who provides detailed instructions to team members.

Duties and Responsibilities (but are not limited to the below):

  • Research, design and develop software systems per requirements.
  • Design, and develop desktop, server, web based, mobile, and data-driven applications. Provide technical expertise and evaluate approaches in development and production, to recommend technologies or improvements.
  • Define, document and implement development processes, procedures and best practices.
  • Design database structure and is able to set up systems.
  • Test, debug/troubleshoot, document and maintain the newly created systems.
  • Work closely with Project Manager to maintain good quality control of project work, keeping task on schedule and in budget.
  • Prepare technical documentation necessary to produce needs assessments and implementation plan documents pertaining to systems design and software and hardware implementation.
  • Mentor junior level software development staff

Education / Experience:

  • Bachelor Degree in Computer Science, Computer Science Engineering, Information Systems, Software Engineering, Electrical Engineering or related field AND minimum six (6) years equivalent work experience.
  • AND a minimum three (3) years of object-oriented design and programming experience.
  • AND experience working in a Windows OS environment.

Required Skills

  • Intermediate to Advanced object-oriented design and programming skills.
  • Experience in Full Stack development working with technologies.
  • Experience utilizing the Model-View-Controller (MVC) Framework, or design pattern.-
  • Demonstrated understanding of both computer hardware and software fundamentals.
  • Ability to develop creative and alternative strategies and solutions.
  • Advanced level knowledge and experience with desktop (Microsoft.Net, JAVA) and /or web (HTML, JS, CSS, J2EE, ASP.net, PHP) application development technology.
  • Advanced level knowledge of at least two general purpose programming languages and working knowledge of at least two others (JAVA, C/C++, C#, Visual Basic).

Other Requirements:

  • A cyber security certification: a minimum of at least Security + certification

Preferred Skills:

  • Working knowledge of spatial data in a RDBMS (Oracle, SQL Server, PostGIS, etc.).

The Geospatial Analyst II (GA-II) works under the direction of the Project Manager receiving guidance in general terms. The GA-II may operate independently or lead a 2-3 person team to create products using multiple vector and raster data sources in multiple formats. The GA-II uses advanced knowledge of GIS/location based technologies to support planning, infrastructure, operations, environmental sustainability, and installation management. The GA-II creates, edits, and queries geospatial data; and is highly knowledgeable of data and network topology. The GA-II creates and executes complex geospatial tasks. The GA-II has advance knowledge of geodatabases including domains, subtypes, feature datasets and feature classes. The GA-II creates map layouts using advanced cartographic techniques. The GA-II is highly experienced with Global Positioning Systems (GPS) and applicable GIS standards (i.e. SDSFIE). The GA II mentors’ junior personnel, and providing technical leadership in the use and application of geospatial technologies. The GA II may represent the company and presents at user group meetings, other professional functions, and on site with clients.

Duties and Responsibilities, but are not limited to:

  • Digitizing data from various sources including satellite imagery, aerial photography, hardcopy, and CADD.
  • Working with coordinate projections with imagery, CADD, and GIS data.
  • Planning, capturing, and post-processing GPS data.
  • Developing geospatial databases, including schemas and standards.
  • Acquiring data from various sources including clearing houses, USGS, FEMA, etc.
  • Acquiring data from commercial sources.
  • Planning, developing, documenting, and analyzing geospatial databases.
  • Coaching junior personnel and leading a team of analysts and technicians.
  • Working independent if needed.
  • Coordinating with application developers to determine configurations and best solutions.
  • Creating high quality cartographic products; maintaining cartographic standards and templates.
  • Providing detailed written documentation including metadata and other instructions, standards and specifications in a clear, concise and - well-structured manner.
  • Participating in professional GIS associations and activities.
  • Work within project/task budget and schedule.
  • Understand and follow company quality management policies and procedures.

Education / Experience

  • A Bachelor Degree in Geography, Cartography, Planning, Geographic Information Systems, Remote Sensing, Computer Science, Information Systems, Mathematics, Engineering, or related field, with five (5) years' experience.
  • OR a Master Degree in a related field with three (3) years of experience.

Required Skills

  • Ability to organize and maintain geospatial data;
  • Ability to work as part of a team to produce deliverables and solve problems;
  • Exceptional computer skills including strong working knowledge of Microsoft Office.
  • Advanced knowledge of Esri ArcGIS Desktop software (ArcPro).
  • Working knowledge of ArcGIS Server in an enterprise environment.
  • Working knowledge with RDBMS - Oracle or SQL Server.
  • Working knowledge of Python scripting.
  • Advanced understanding of coordinate projections and datums.
